    How was this unanticipated $703 million dollars spent? Raises, pensions, administrating the school, etc? I'd rather build two skyscrapers buildings with that money, one in Los Angeles the second one in San Francisco area and implement a policy in which all new school facility & teachers must reside there. And a starting pay, $30k to $40k per year, the trade off is medical benefits, $100 rent/month (rent is for building maintenance), States owns the skyscraper for future faculty and teachers.
